A Manhattan jury found Roman Tornado Cash developer Storm guilty on one of three charges— conspiracy to operate an unlicensed money transmitter on Wednesday.

This is only a partial verdict. After four days of deliberation, the jury is still unable to reach a decision on separate conspiracy to commit money laundering and conspiracy to commit sanctions evasions.

Storm was charged in 2023 with conspiracy to commit money laundering, conspiracy to commit sanctions violations, and conspiracy to operate an unlicensed money transmitting business.

The Ethereum mixer was officially sanctioned by the Office of Foreign Assets Control in 2022. Those sanctions were lifted earlier this year.
