Crypto is heading into a make-or-break policy week. On Sunday night, Senate Republicans dropped a revised Clarity Actā€”their "last, best and final offer"ā€”ahead of Tuesday's cloture vote, which needs 60 votes and thus at least seven Democratic crossovers. 

Trump signed off on tougher ethics rules he'd resisted, including divestment or blind trusts, state AG enforcement and no sunset date. Republicans say the bill now folds in 126 Democratic demands, though a DeFi concession dropped criminal-prosecution protections, and new "circuit breaker" language lets Treasury curb stablecoin rewards if community-bank deposits flee.

Markets may be sleeping on it. Bernstein told clients "any positive surprise is definitely not priced in," while Galaxy's Alex Thorn bumped his 2026 passage odds from 10% to 25%. Skeptics remainā€”TD Cowen's Jaret Seiberg notes Democrats are being handed a finished productā€”and Myriad traders still peg the odds low.
